Also not a lawyer, but once a journalist, and one thing we were made aware of in college was that streets were public property, and anything done on them (or even done from the view of them - e.g., in your house but visible from the street*) was considered public. So unfortunately even if the city hadn’t signed it, if someone recorded you on the street doing it, they could keep it on their servers and/or publish it to the world without worry.
* - I meant to ask but never found out if this meant getting drunk in your house in view of the street is public drunkenness.
