I fear this is no longer true. Technology has trivialized the cost to surveil a country’s population. The U.S. will endlessly fund doing so.

If it was a human that was reviewing all that footage, maybe but if it’s all automated by AI, especially as AI gets better, there is no noise. Only a camera logging everything you do in a searchable database.
The government is monitoring anyone who seems to feel strongly that the US quickly transforming into a fascist surveillance state with government goons killing random citizens in the street and “license plate reading” cameras pointing at children’s play and changing areas is a bad thing.
