The Pound is not that much more than the Dollar (£1 is $1.35), and a liter is not that much smaller than a gallon (1 gallon is 3.79 liter).
1 US gallon in the UK would be £7.20 which is $9.73
To be the equivalent of $31 per gallon, it would need to be £6.05 per liter.
