There were choices. They could do a play/install disc combo. If Sony didn’t allow that for some reason, they could easily split the game in two and put the two SKUs in the same case.
They just didn’t want to. It wasn’t a scenario where there were no options.
They do. It’s called “voting with your wallet”. Don’t like this decision? Don’t buy the game.
