The issue is that the money for transit isn’t going as far as other countries. Other countries can get multiple projects built at the cost of building one in the English speaking world. Fixing the issue will likely require reform in several areas.
The main reason is common law putting up roadblocks legally which most English speaking countries use. It needs to be reformed to some degree I think.
The issue with common law tends to be more involving the endless appeals to slow down a project. There are other issues as well.
