As the other commenter said, likely from China. The US banned exports of the super high-end chips to China IIRC, but not low-end stuff. And India is known to sell anything to anyone as well.
India does not have a state controlled economy, unlike China. What would be the issue if an Indian company sold non sanctioned goods to an ally? Or are you just an ignorant racist?
Well much of the rest of the world has sanctioned Russia for the whole warmongering thing. India prefers war profiteering.
