I am with you on this. If you say you will do something then that is a promise, if you break that promise then I can not trust you to follow up next time you say you will do something. But it can be forgiven (but not forgotten) depending on the excuse and could also be nullified if the excuse is your example.
Not showing up on time is also a broken promise, but I do not think ppl realize that.
One person told me (the more correct terms would be argued) that you should lie to please the other because “that is how you build connections”. That really disturbed me, you can not build meaningful relationships with lies and empty promises, unless you do not want to be trusted and do not want to be closer than “they know my name and we can have fun in the moment when doing x”.

So the police do checks when something seems off, they get a tip or just random checks (which could just be them looking at feeds) so everyone follows the law and parents has the biggest responsibility to make sure the kids follow the law/rules/ban/stay safe.
I like your solution, I would add that we should also add education about internet security (the things you wrote) in the curriculum. And also educate/inform parents at the school yearly or something like that as part of it.
Wouldn’t the last one (algorithm) be what they kinda try to do now (like Discord blocks you from 18+ stuff) and that is why they need to know your age so kids won’t se some stuff that adults can?
I think this is a very interesting topic. How can you verify that someone is of age without the problem with privacy?
Would you go to a kiosk or something and buy a code that is not bound to you as a person but the person who works there have verified that you are over 16? So it will kinda be like a steam code except they need to check your actual age with a valid identification (that is only shown to the person) and that code will be bound to an account when claimed. If it is per account then that could also make it annoying for kids to create multiple accounts if they aren’t of age.
How else could you do it without needing to trust someone to keep your identity safe?

And we do not need perfect, look at alcohol consumptions, that is illegal for kids but some find their ways anyway. It just needs to be annoying so most don’t do it or do it less
I was in this friend group (many many years ago) were one girl who always amazed me with her conclusions sometimes joined up. She was very kind so you can not dislike her but she didn’t understand very simple concepts and were often lost in conversations that were a bit deeper than small talk. Everyone who met her for the first time always had at least one silent movement where they were thinking “why did she ask/say that?” and were unsure how to proceed (to not hurt her).
At my old workplace did I work with one woman that I think is “dumb” but I am very unsure in what way. I always had this weird feeling when talking to her, it felt like she didn’t really get it but she didn’t say much that would indicate it. Even tho she is older than I did it feel like talking to a child. It was a very weird experience. I didn’t really talk much with her so I heard most things second hand but she could come to some weird conclusions about how to do her job. For example I often came earlier so I could leave earlier, so she did the same except I was actually working she did not, she were just sitting there for 1 hour doing nothing and assumed that was ok, as if we got payed to be there not actually work. When her boss told her off did she get stressful like a child and you saw she felt ashamed. She did this for many things and how she reacted made it seem like a child. I am unsure if she just tested us or if she actually thought it would be ok.
Otherwise do I not really meet “dumb” ppl. It is more about not having the knowledge or experience to know how to proceed or understand something. And some ppl are often in flight or fight mode when stressful problems arrive, so they do not think and come up with a solution that may be called “dumb”.
