I would say a good way to start learning how to secure systems is to have a system to secure. Build a web server. Defend it from attackers. Fuck it up, start over.
Build a mail server. A DNS server. They’ll get attacked. Watch how and learn how to deal with it.

No, it would be a tax on revenues that amazon, facebook, adobe, xitter, etc extract from Canadians. Digital Services. Subscriptions, software, that kind of thing.
