Why should I waste time putting effort into an application when you dont even read, let alone respond to over half of them anyway
When I have dozens or hundreds of applications to sift through, why should I look at yours if you can’t be bothered to complete it when others have?

No. I’m being paid to keep the city running, and finding someone qualified to fill open positions in my department is one part of that. Accurate record-keeping is an important part of our work and a legal requirement. Someone who doesn’t understand or care that using a standard format for the recording and analysis of information is important isn’t worth considering any further. Hiring someone so arrogant or lazy is worse than leaving the position open, because they cause more issues down the line than they resolve.
