It’s both of these things - I had a quick look and scrolled to the bottom. It was the one I was thinking of. The final pun is based on pronouncing “lever” like “levver” instead of “leever”.
Imagine pronouncing lever “leever” and not pronouncing “never” as “neever”
I suspect some small town in the UK somewhere definitely does that.
They would also be able to enjoy the “Nate the Snake joke”.
To be fair, that’s the standard pronunciation in a very popular dialect of the language.
